Before I export images such as the dividers I merge down each layer then add "Inner Glow" to the result. That's what makes the outer glow more visible

For (not fully) B&W stuff like the example I add more gradient maps or (de)saturation filters than what I normally would. That makes the other colours / colours of the overlays stand out less. Also ignore how most of these are the same kind of overlay I was looking through my recents https://ibb.co/album/CbGHTN

I used a background off Pinterest then put a few different expansion + fisheye effects on it, making sure to save each time an effect was added (this'll make up the frames of the moving border). I then put all those frames into ezgif and set the delay to around 40, border slice should have no unit
